Which iPhones do NOT get iOS 27
The iPhone XR, iPhone XS and iPhone XS Max. These were cut at iOS 26 and remain excluded, so they stay on iOS 18 as their final version.
They still work. Calls, messages, apps and the camera all function normally, and they will continue receiving occasional security patches for a period. But no new features arrive, and over time some apps will stop supporting the older OS. If you are choosing between an iPhone XR and an iPhone 11 renewed, that gap is the whole argument for the 11.

More than the tiering implies. iOS 27 includes an upgraded CPU scheduler intended to help all supported iPhones handle tasks more efficiently, rebuilt system search, and the Liquid Glass interface refinements. Messages, Mail and Safari pick up improvements across the board.
