Apple Intelligence is the actual dividing line
This is not a spec-sheet difference. It is a hard capability boundary.
Apple's on-device intelligence features require an iPhone 15 Pro or newer. The standard iPhone 15 — despite being newer than the 14 and sharing a lot with the 16 — sits on the wrong side of that line and will never gain them through a software update. Writing tools, notification summaries, the reworked Siri and the image features all need the newer silicon and more memory.
